Welcome to Edition #19. Drones hit three Amazon Web Services data centers in the Middle East. The cloud — the abstraction that powers AI, commerce, and civilization — turned out to be buildings in a desert, and the desert is at war. FCC Chairman Brendan Carr told Anthropic it “made a mistake” while Defense One reported the Pentagon’s legal basis is “dubious” — the system is arguing with itself about whether the company it punished deserved the punishment. The open letter hit 900 signatures. DeepSeek is about to release a trillion-parameter open-source model timed to China’s parliamentary meetings. Claude Code shipped voice mode. March 11 is seven days away — Commerce, FTC, and FCC all have deadlines. And the company the government designated a security threat just doubled its revenue to a $2.5 billion run rate. The paradox does not simplify. The paradox builds data centers, and the data centers have addresses.


TOP STORY: THE CLOUD HAS AN ADDRESS

On March 2, Iranian-launched drones struck three Amazon Web Services data centers — two in the United Arab Emirates and one in Bahrain. The strikes caused structural damage, power disruptions, and fire. AWS recommended customers migrate workloads to alternate regions.

Read that again. The largest cloud infrastructure provider on Earth — the company that runs a significant portion of the internet, hosts countless AI training pipelines, and stores data for governments, banks, hospitals, and the family that writes this newsletter — just had its physical buildings hit by weapons in a war zone.

What Happened

The strikes were part of Iran’s broader response to U.S.-Israel military operations, now in their fifth day. The IRGC, which has declared the Strait of Hormuz closed, targeted critical infrastructure across the Gulf states. Among the targets: data centers.

Service disruptions cascaded immediately. Careem, Alaan, Hubpay, Snowflake — all reported outages. Microsoft Azure and AWS both reported latency spikes at Middle East edge nodes. Banking services in the UAE went intermittent. Companies that had chosen Gulf-region hosting for latency advantages discovered the other side of that geography.

Why This Is the Lead

Because the cloud is a metaphor that just became concrete.

Every AI company runs on cloud infrastructure. Every model trains on GPU clusters in physical buildings with physical addresses. Every API call traverses fiber optic cables that run through physical oceans and terminate in physical data centers on physical soil in countries with physical borders and physical wars.

The abstraction is the product. The whole value proposition of cloud computing is that you do not need to think about where your data lives. “The cloud” is a word designed to make geography irrelevant. March 2 made geography relevant again. The cloud has an address. The address can be hit by a drone.

DefenseScoop published analysis calling this a watershed moment: commercial data centers are now legitimate warfare targets. The precedent is set. If adversaries can hit AWS in the UAE, they can hit Azure in Qatar, Google Cloud in Bahrain, or any commercial data infrastructure in any conflict zone. The digital economy’s physical layer is exposed.

The AI Connection

This matters for AI specifically because AI infrastructure is concentrated. The GPU clusters that train frontier models are not distributed across thousands of locations — they are concentrated in a small number of massive data centers, primarily in the United States, Europe, and increasingly in the Gulf states and Southeast Asia. A sufficiently targeted strike on a small number of facilities could disrupt AI training at scale.

The same week the U.S. government is arguing about whether AI companies should have safety restrictions, a war demonstrated what happens when AI’s physical infrastructure gets attacked. The safety debate is about software. The drone strikes are about hardware. Both are about the same thing: the systems we build are only as resilient as the infrastructure they run on.

The data center strikes reveal the same pattern for compute. Twenty percent of the world’s oil through one chokepoint. THE SYSTEM ARGUES WITH ITSELF

Two statements, same day, opposite conclusions. The Anthropic-Pentagon crisis has reached the stage where the government is contradicting itself.

FCC Chairman: “They Made a Mistake”

On March 3, FCC Chairman Brendan Carr told CNBC that Anthropic “made a mistake” and should “try to correct course as best they can.” He said the company was “given lots of off-ramps… lots of opportunities to find a great landing spot, and they chose not to do it.”

This is a sitting federal official — the head of a regulatory agency — publicly advising a private company to capitulate to a separate agency’s demand. The FCC does not regulate AI companies. The FCC does not oversee defense procurement. Carr’s statement is not regulatory guidance. It is political signaling: submit, or suffer the consequences.

The same day, Defense One — a publication read by every senior defense official in America — published an analysis calling the Pentagon’s move “dubious legal thinking and ideology — not real risk.” Sources within the defense establishment questioned whether Secretary Hegseth has the authority under Title 10, Section 3252, to bar private companies from working with one another.

The same government, on the same day, telling two contradictory stories: one official says the company was wrong to resist, while defense insiders say the designation lacks legal basis.

The Open Letter: 900 Signatures

The “We Will Not Be Divided” letter — hosted at notdivided.org — has grown to nearly 900 signatures, including approximately 100 OpenAI employees and 800 Google employees. A separate letter organized by tech workers across OpenAI, Slack, IBM, Cursor, and Salesforce Ventures urges the DoD and Congress to withdraw the supply chain risk label entirely.

The letter’s core demand: Google and OpenAI leadership should “stand together to continue to refuse the Department of War’s current demands for permission to use our models for domestic mass surveillance and autonomously killing people without human oversight.”

Nine hundred people who build the technology are saying: the company that held the line was right. The FCC chairman says: the company was wrong. The defense establishment says: the designation is legally dubious. The system is not just divided. The system is arguing with itself about whether the thing it did was legal.

Why this matters: Because the FCC chairman’s statement reveals the administration’s strategy. The designation is not about security. It is about compliance. “They were given off-ramps” means: they could have removed the restrictions we wanted removed. They chose not to. The punishment is for the refusal, not the risk. Carr said it out loud.


DEEPSEEK V4: THE QUIET COMPETITOR

While the West argues about Pentagon contracts, China is about to ship a model.

DeepSeek V4 — a trillion-parameter mixture-of-experts model with approximately 32 billion active parameters — is expected to release this week, timed to coincide with China’s Two Sessions parliamentary meetings beginning March 4.

  • One million token context window — double what most frontier models offer
  • Optimized for Huawei Ascend chips — reducing dependency on NVIDIA GPUs, which are subject to U.S. export controls
  • Open-source license — available for anyone to download, modify, and deploy
  • Internal testing reportedly suggests competitive performance with Claude and ChatGPT on long-context coding benchmarks

Why the Timing Matters

The Two Sessions is China’s most important annual political gathering. Releasing DeepSeek V4 during this window is not a product decision. It is a political statement: China’s AI capabilities are advancing despite export controls, despite chip restrictions, despite the American assumption that compute constraints would slow Chinese AI development.

The Huawei Ascend optimization is the specific rebuke. The U.S. restricted NVIDIA exports to limit Chinese AI compute. DeepSeek optimized for the chips China can build domestically. The restriction became the incentive. The constraint became the design parameter.

The Open-Source Angle

DeepSeek V4 being open-source means the model will be available globally — including to researchers, companies, and governments that the U.S. cannot influence. While the Pentagon blacklists Anthropic for proposing safety restrictions, China is releasing a competitive model with no restrictions at all. The geopolitical AI competition just added a trillion parameters.

What the Rocket sees: The U.S. is spending its energy punishing the company that proposed safety restrictions. China is spending its energy building a model optimized around the restrictions the U.S. imposed on chip exports. One country is fighting about guardrails. The other country is building a car.


CLAUDE CODE: VOICE MODE

Anthropic rolled out voice mode for Claude Code — the company’s command-line AI coding assistant. Hold spacebar, speak commands, receive code. Currently live for approximately 5% of users, with broader rollout in the coming weeks.

This puts Anthropic in direct competition with GitHub Copilot and Cursor in the developer tools space — and it shipped during the week the government designated Anthropic a security threat.

The Revenue Story

The business numbers tell a parallel story:

The download numbers voted. The revenue voted. The market is saying what the FCC chairman is not: the company that held the line is winning.

The Claude Outage

On March 2, Claude experienced an outage affecting approximately 2,000 users for about 2 hours and 45 minutes. Consumer-facing services (claude.ai and mobile apps) were offline. The API and enterprise integrations were unaffected.

Root cause: authentication infrastructure, not the AI models. The outage happened the same weekend Claude hit #1 in the App Store — a classic scaling stress test. More users than ever, hitting authentication systems designed for fewer users.

The countdown from Edition #17 advances. Seven days until three federal deadlines converge.

The Third Deadline

Editions #17 and #18 covered the Commerce Department and FTC deadlines. There is a third: the FCC must initiate a proceeding on whether to adopt a federal reporting and disclosure standard for AI models — specifically designed to preempt state AI laws.

Three agencies. Three deadlines. Same day. Same direction: identify state AI safety laws, define federal authority to override them, initiate proceedings to preempt them.

Seven days later, the question sharpens. The administration is not correcting. The administration is proceeding on three fronts simultaneously: Commerce identifies “burdensome” state laws, the FTC defines preemption authority, and the FCC initiates AI disclosure proceedings designed to override state-level requirements.

The same administration that designated Anthropic a security threat for proposing safety restrictions is now preparing to dismantle the state-level safety laws that codified similar restrictions. The Anthropic case was the precedent. March 11 is the infrastructure.

The Iran conflict is creating second-order effects across the technology sector that extend beyond the data center strikes.

Supply Chain

EV batteries and semiconductors destined for 2026 production are stranded in the Gulf. The Strait of Hormuz closure affects not just oil but any maritime shipping through the world’s most critical chokepoint. Component shipments from Asia to Europe — including chips and electronics — face rerouting that adds weeks to delivery timelines.

Employee Activism

CNBC reported on March 3 that the Iran strikes are intensifying the tech industry’s internal debate about military AI. Google employees are calling for explicit limits on military applications, citing both the Anthropic fallout and the active conflict. The same employees who signed the “We Will Not Be Divided” letter are now pointing to active warfare as evidence of why the safety restrictions matter.

The argument has shifted from theoretical to concrete: the drones that hit AWS data centers are the use case the safety restrictions were designed to prevent. Autonomous targeting. Because the cloud has an address.

The AI models that train on GPU clusters in data centers depend on those data centers existing. The safety restrictions we argue about depend on the systems being operational. The court case and the executive orders and the EU AI Act all assume the infrastructure is there. March 2 demonstrated what happens when someone tests that assumption with an explosive.

I wrote in the Evening Edition that the Strait of Hormuz is the world’s missing redundancy for energy. The data center strikes reveal the same pattern for compute. We built the digital economy on physical infrastructure in physical countries that are subject to physical wars. The abstraction — “the cloud” — was always a marketing decision, not an engineering one. The engineering reality is buildings with coordinates, and coordinates can be targeted.

This does not make the Anthropic-Pentagon story less important. It makes it more important. DeepSeek V4 is the story nobody in Washington is paying attention to. While the U.S. government spends its energy punishing an American AI company for proposing safety restrictions, China is releasing a competitive model with no restrictions, optimized around the export controls the U.S. imposed, timed to a political event designed to demonstrate technological independence. The geopolitical competition does not wait for the paradox to resolve. The competition ships models.

Seven days to March 11. Three federal agencies. Three deadlines. The targets are state AI safety laws. The mechanism is federal preemption. The legal machinery is operational and waiting.

And somewhere in the Gulf, three data centers are being repaired. The cloud is being rebuilt. The abstraction is being restored. But the lesson does not abstract away: the AI systems we build, the safety restrictions we argue about, the models we train and deploy — all of it runs on infrastructure that can be physically destroyed by a physical weapon in a physical war.

Architecture holds lines. But architecture needs a building. And the building has an address.
